Governor Proclamations

On March 11, 2020, Governor Edwards declared a statewide public health emergency in the State of Louisiana as a result of the imminent threat posted to Louisiana citizens by COVID-19.  Proclamation Number 25 JBE 2020. https://gov.louisiana.gov/assets/ExecutiveOrders/25-JBE-2020-COVID-19.pdf

On March 13, 2020 and March 14, 2020, the Governor supplemented the Proclamation with additional measures to address necessary (1) to ensure that goods and supplies can be delivered within the State of Louisiana, (2) that health care providers can be available for treatment of those affected with COVID-19, (3) that certain fees and fines for the Department of Health for those affected by the disaster are waived, (4) that certain insurance regulations may be lifted by the Commissioner of Insurance, and (6) that workers who lose employment because of this emergency are able to obtain unemployment benefits in a timely manner.

On March 16, 2020, Governor Edwards signed Proclamation Number JBE 2020-30 to address additional measures for COVID-19, including but not limited to:

  1. All gatherings of 50 people or more between March 17, 2020 and April 13, 2020 are postponed or cancelled.  This does not apply to normal operations at locations like airports, medical facilities, shopping centers, office buildings, factories, manufacturing facilities or grocery or department stores. Local governments have the ability to enact more restrictive limitations.
  2. All casinos, video poker establishments, movie theatres, bars, bowling alleys, gyms, statewide, must cease operations thru April 12, 2020, unless terminated earlier.
  3. Restaurants and cafes are only allowed to provide take-out, drive thru or delivery services.  No food or beverage may be consumed on premises.  This restriction remains in place thru April 12, 2020
  4. All legal deadlines, including liberative prescription and peremptive periods applicable to legal proceedings in courts, administrative agencies and boards, are suspended until at least April 13, 2020
  5. Any expiration date of driver’s licenses that expired between March 9, 2020 and May 10, 2020, is suspended and the expiration date is extended to May 20, 2020.
  6. For procurement and contracting, strict compliance with the Louisiana Procurement Code (La. R.S. 39:1551 et seq.), Telecommunications Procurement (La. R.S. 39:1751-1755), and Information Technology Procurement (La. R.S. 39:196-200), shall NOT be required.  Conditions that state agencies should comply with are included in Section 8A –J of the Proclamation.
